In late June, I received mail from the city of San Francisco about heart graffiti on the sidewalk in front of one of our properties. The notice stated that graffiti removal was the property owner’s responsibility, and that we had 30 days to comply.
As we stepped out of the car with three different scrub brushes and an aerosol can of graffiti remover, I spotted a neighbor washing his stairs. I asked if he had also received the graffiti abatement notice because he had some pink hearts by his front steps. He responded, “No I didn’t, these have been here since Valentine’s day. They’re just hearts. They’re nice, I’m not going to remove them.”
I contacted the city’s department of public works to inform them that the three hearts in front of our property had been successfully removed. I asked why our neighbors hadn’t received similar notices, to which they responded, “The services request for [property address] to remove the graffiti came from a call made to SF311 call center by the public. A DPW inspector responded to the call and issued the citation as a result.”
There were hearts sprayed in front of all the neighboring properties throughout the entire city block. In fact, there were nearly 20 hearts sprayed in front of the business two doors down (makes you wonder if they were the culprits), but the DPW inspector turned a blind eye and didn’t issue them a citation? All I could think was, this is so unfair! Yet, it was fair because the policy dictated that inspectors come out only after a SF311 call. Question is, do I make that call?

เราก็ไปซื้อน้ำยาลบสีแล้วเอาแปรงขัดไปด้วย 3 ชนิด พอลงจากรถก็เจอเพื่อนบ้านกำลังล้าง บันไดหน้าบ้านอยู่ ถามเขาว่าเขาได้รับจดหมายเหมือนที่เราได้รับไหม เพราะว่าเห็นมีหัวใจสีชมพูอยู่หน้าบ้านเขา เขาตอบว่าไม่ได้รับ เขาบอกว่าหัวใจอยู่ตั้งแต่เดือนกุมภาพันธ์ น่ารักดี จะไม่ลบออก
พอเราล้างสีออกหมดแล้ว ก็แจ้งไปที่แผนกงานว่าเราได้ลบหัวใจสีชมพูสามภาพนั้นออกเรียบร้อย แล้วก็เขียนถามเขาว่าทำไมเพื่อนบ้านไม่ได้รับจดหมายเหมือนที่เราได้รับ ได้คำตอบว่า ที่ตึกเราต้องลบก็เพราะมีคนโทรเข้าไปแจ้ง แล้วก็มีคนออกมาตรวจดู ตรวจเสร็จก็ส่งจดหมายมาบอกเราให้ลบออกภายใน 30 วัน
พอมาดูแล้วมีหัวใจอยู่หน้าตึกทุกตึกบนถนนเรา แล้วมากกว่านั้นก็คือหน้าร้านที่ห่างจากเราไปเพียงสามตึกมีหัวใจสีชมพู 20 กว่าภาพฉีดไว้เต็มบนฟุตบาท แต่ว่าคนที่ออกมาตรวจทำไมไม่ทำอะไร ทำไมคนข้างบ้านเราไม่ได้รับจดหมายบ้าง เราคิดว่าไม่ยุติธรรมเลย แต่พอมาคิดดูดีๆ ยุติธรรม เพราะ เขาจะรับฟังและออกมาตรวจเพียงที่คนแจ้งความมาเท่านั้น คราวนี้เราควรจะโทรเข้าไปแจ้งบ้างไหม
If the question is do you make the call to 311 to have the neighbors’ hearts removed then I would say no. Leave them be Neecha 🙂 Let them enjoy their little hearts. So much negative to gain and very little (if any) positive to gain.
